What is a High-Risk Country Report (HRC) on the goAML portal?

A High-Risk Country Report (HRC) is a report type available on the UAE goAML portal that a reporting entity submits when it identifies transactions connected to countries flagged as high risk by the national authorities. It is distinct from a suspicious transaction report because it is driven by the geographic risk associated with a jurisdiction rather than by suspicion about a particular customer or transaction, although the two can overlap.

Reporting entities are expected to keep pace with the list of high-risk jurisdictions identified by the National Anti-Money Laundering and Combating the Financing of Terrorism Committee and to apply enhanced due diligence to dealings with those countries. Where a transaction has a nexus to such a jurisdiction, filing an HRC gives the Financial Intelligence Unit intelligence on cross-border flows that warrant closer attention. Entities should still file a separate STR whenever genuine suspicion arises.
