The NRA identifies six vulnerabilities in the exchange house sector: cash transactions of untraceable origin, money transfers that move funds quickly, banknote shipments with no transaction limits, remittance arrangements dependent on foreign providers, very high transaction volumes, and new technology products that can create anonymity. Two of these deserve particular attention. Banknote shipments involve exchange houses exporting and importing physical currency to and from foreign jurisdictions where no transaction limits apply, which makes tracking the source or purpose of underlying transactions practically challenging. Remittance arrangements rely on service providers in foreign jurisdictions, some of which may operate with an inadequate regulatory framework and ineffective controls. Third party transactions are the third concern. Where an exchange house processes a transaction for a third party, the actual customer or beneficial owner of the funds may be hidden, creating what the NRA describes as serious transparency issues.
