Do I have to declare cash when entering or leaving the UAE?
Yes. Anyone entering or leaving the UAE must make a disclosure when carrying currency, bearer negotiable instruments, precious metals or valuable stones, in line with the disclosure system operated by the Federal Authority for Identity, Citizenship, Customs and Port Security in coordination with the Central Bank. This currency disclosure obligation is a distinct part of the AML framework aimed at detecting the physical movement of illicit value across borders.
Failing to disclose, refusing to provide additional information when requested, deliberately concealing information required to be disclosed, or knowingly providing false information is an offence punishable by imprisonment and a fine, and the court may order confiscation of the funds. Travellers should therefore check the current declaration threshold and complete the disclosure form on arrival or departure. Keeping evidence of the lawful source of the funds is also sensible, as it supports the declaration if questioned.
