What are the six DNFBP categories under UAE Cabinet Resolution 134 of 2025?

Cabinet Resolution No. 134 of 2025, the Executive Regulation to Federal Decree-Law 10 of 2025, designates six categories of Designated Non-Financial Businesses and Professions in Article 3. These are commercial gaming operators, real estate brokers and agents, dealers in valuable metals and precious stones, lawyers and notaries and other independent legal professionals, independent accountants and auditors, and corporate and trust service providers.

Each in-scope DNFBP must register on the goAML portal, conduct enterprise-wide and customer-level risk assessments, apply customer due diligence, identify beneficial owners with 25% or more ownership or effective control, screen against UAE Local Terrorist List and UN Consolidated Sanctions list, file STRs and category-specific reports such as the DPMSR or REAR, appoint an MLRO, run an independent audit function, deliver ongoing staff training, and maintain records for at least five years.
