What is a DPMSR and who must file one in the UAE?
A DPMSR is a Dealer in Precious Metals and Stones Report, a dedicated report type in the UAE Financial Intelligence Unit’s goAML system. It is filed by registered dealers in precious metals and stones when they carry out qualifying high-value cash or wire transactions, and it allows the FIU to monitor large dealings in the sector even where there is no specific suspicion.
Any DPMS that meets the DNFBP definition must register on goAML and submit a DPMSR when it conducts a cash transaction, or a linked series of transactions, of AED 55,000 or more, whether with a resident, a non-resident or a corporate customer. The DPMSR is a threshold-based report and is separate from a suspicion-based Suspicious Transaction Report, which must still be filed whenever grounds for suspicion exist.
