What is a Funds Freeze Report (FFR) in the UAE?

An FFR (Funds Freeze Report) records that a reporting entity has applied targeted financial sanctions and frozen funds belonging to a designated person or entity. It is filed on goAML after a confirmed match to the UN Consolidated List or the UAE Local Terrorist List. The FFR evidences that the freeze happened and gives the FIU and the Executive Office the details they need to supervise implementation.

Under Cabinet Resolution No. 74 of 2020 Article 15, any person must freeze the funds of a designated party without delay and without prior notice, then notify the Executive Office of the freezing measures taken within five working days. The freeze extends to funds owned or controlled directly or indirectly by the designated party, and providing funds or services to them is prohibited. The FFR is how that obligation is reported through the goAML channel.
