What is a Partial Name Match Report (PNMR) in UAE real estate transactions?

A Partial Name Match Report (PNMR) is filed on goAML when a broker’s sanctions screening returns a possible but unconfirmed match between a customer and a name on a designated terrorism or sanctions list. Unlike a full match, which triggers an immediate freeze and a Funds Freeze Report, a partial match means the identity is not conclusively confirmed. The broker records the potential match, applies caution, and reports it so the authorities can assess whether the customer is in fact the listed person.

For real estate brokers, partial matches commonly arise with common names or incomplete identity data on a buyer, seller or beneficial owner. Screening must be performed at onboarding, at every transaction, and whenever the lists are updated. Filing a PNMR is one of the report types that a REAR submission does not replace, so a broker may need to submit both for the same transaction. Brokers should document how each potential match was assessed and resolved.

A deep dive into AML compliance for the UAE real estate sector

A Partial Name Match arises where some key identifiers match a designated person on the UAE Local Terrorist List or the UNSC Consolidated List but you cannot conclude either a confirmed match or a false positive. In that case the broker must either suspend the transaction immediately without delay and refrain from providing any funds, assets or services, or reject it, and then submit a Partial Name Match Report to the EOCN and the supervisory authority through goAML within five business days.

The key identifiers to test first are, for a natural person, name, date of birth, nationality, ID or passport number and last known address; for a legal person, name, trade licence number, registered address and branch addresses. Only after those should secondary identifiers such as also-known-as names be considered. If examination shows the buyer is clearly not the designated person, the result is a false positive: no report is required, but the conclusion should be documented internally.
