Do UAE real estate brokers have to register on the goAML system?

Do UAE real estate brokers have to register on the goAML system?

Yes. Registration on the goAML system operated by the UAE Financial Intelligence Unit is mandatory for real estate brokers and agents as DNFBPs. goAML is the electronic channel through which regulated entities submit Real Estate Activity Reports, Suspicious Transaction Reports and other prescribed reports, so a firm cannot meet its reporting duties without being registered.

Registration is generally a two-stage process: enrolment on the Ministry of Economy and Tourism’s registration portal, followed by registration on the goAML platform itself. A firm must appoint a compliance officer whose details are recorded during registration. Operating without registration is itself a breach of the licensing and enrolment requirement and exposes the firm to administrative penalties.

Legal Reference (UAE):

· Federal Decree-Law No. 10 of 2025, Article 20 - no person may carry on a DNFBP activity without registration or enrolment with the competent authority.

· Federal Decree-Law No. 10 of 2025, Article 18 - reports must be submitted through the electronic system designated by the FIU, which is goAML.
