The Supreme Committee for the Supervision of the National Strategy for Anti-Money Laundering and Combating the Financing of Terrorism and Proliferation Financing sits at the top of the UAE’s institutional framework. Established under the AML Law and affiliated with the Presidential Court, it provides high-level oversight and strategic direction for the national effort against financial crime.
Its competences include studying, monitoring and evaluating the effectiveness of the strategies and measures adopted by the National Committee and issuing decisions and recommendations; setting the requirements that the National Committee and concerned authorities must follow; coordinating and directing concerned authorities to support the National Committee; supervising the country’s FATF mutual evaluation process; and proposing draft laws and amendments. In short, the Supreme Committee steers policy while the National Committee develops and implements the national strategy, and supervisory authorities carry out operational oversight of regulated entities. For compliance professionals, the significance is that UAE AML expectations flow from a coordinated national strategy, which is why national risk assessment outputs should inform each firm’s own risk-based programme.
