Who published the UAE 2nd ML/TF National Risk Assessment and when?
The UAE second ML/TF National Risk Assessment was coordinated and published by the General Secretariat of the National Anti-Money Laundering and Combatting Financing of Terrorism and Financing of Illegal Organizations Committee, known as GS-NAMLCFTC. The findings were consolidated and reported to the Higher Committee in 2024.
The GS-NAMLCFTC is the national coordinator for AML, CFT and CPF in the UAE. It was established under Cabinet Resolution No. 10 of 2021, originally as the Executive Office for AML/CFT, and was later elevated to a general secretariat with broader national coordination powers. It oversaw the NRA exercise, monitored progress and evaluated the findings before they went to the Higher Committee overseeing the National Strategy on AML/CFT.
The exercise itself was not a single office writing a report. More than 84 federal and local authorities contributed, alongside private sector participants drawn from financial institutions, DNFBPs, virtual asset service providers and non-profit organisations.
